Nature of Work
This is advanced professional and administrative work planning, organizing, coordinating and administering the daily operation and maintenance of the City's information management and related technologies. The work includes serving as liaison with departmental users. The work is performed under the managerial direction of the Director of Information Technology.

Possession of a bachelor’s degree in computer science, communications or related field.
--AND--
Six (6) years of progressively responsible professional experience in a field related to information technology systems, preferably in local government, including considerable supervisory experience.
--OR--
Any equivalent combination of training and experience.

- Plans, organizes, prioritizes, and directs the daily operation of all enterprise-wide information systems, as needed.
- Develops and monitors the approved annual operating and capital budgets for information and technology systems.
- Maintains support contracts for all hardware, software, and services.
- Serves as Director in his/her absence.
- Assists in the preparation of the annual departmental budget.
- Assists in developing and enforcing policy, procedures, and best practices to ensure the protection of the City’s information technology assets and the integrity, security, and privacy of information entrusted to or maintained by the City.
- Recommends changes to software applications based on analysis of their impact to all users requirements.
- Gathers and analyzes changing requirements of users and develops effective and feasible ways to satisfy user requirements.
- Ensures that all information systems and networks operate according to internal standards, external accrediting agency standards, regulatory agencies, and legal requirements.
- Coordinates and manages reporting needs and data analysis for the enterprise. Ensures that the gathering, processing, distribution, and use of pertinent information required by management to make decisions occur in a timely, accurate, and cost-effective manner.
- Guides the organization in its needs for training and support to end users.
- Administers all operational support services and monthly departmental billing processes.
- Manages a system recovery plan in the event of power failure, damage to system, etc.
- Facilitates correction of any system failures, acting as the primary control point for computer problems.
- Coordinates the development, maintenance, and communication of systems documentation, policies, and procedures.
- Coordinates operational contracts providing full-time on-site services and others in support of IT systems management, information management, and telecommunications services.
- Coordinates after hours support services, providing on-call 24 hours per day 7 days per week response.
- Performs other duties as assigned by Information Technology Director.

- The principles and practices of computer operations.
- The techniques used in systems analysis and design.
- Computer applications applied to local governments.
- Database management technology and web service architectures.
- Ability to:
- Plan, organize, prioritize, coordinate, assign, and evaluate the work of subordinate employees.
- Establish and maintain effective management information, telecommunications, and related systems.
- Assess overall departmental effectiveness in carrying out its mission.
- Assess and define training needs of subordinate personnel.
- Supervise others and to take appropriate corrective or disciplinary action when necessary.
- Communicate effectively, both orally and in writing.
- Maintain records and to prepare reports of a highly technical nature.
- Establish and maintain effective working relationships with other employees, government officials, and users.
